An “under” statement

While watching President Bush’s address just now on CNN, the following strange text appeared for a few seconds under the President’s image:

Does this work?
Didn’t think so.

OK, so it was probably a Chyron operator messing around, but it certainly fit with what I was seeing on the screen.
