1: Romney’s mandate penalty is almost twice that of Obama’s… 2: Romney requires employers with only 11 employees to offer insurance vs. Obama’s 50 (although Obama’s version charges a much steeper penalty)… 3: Romney’s plan offers a bigger subsidy to those who can’t afford insurance, but Obama’s subsidizes more people… 4: Romney let insurers stop coverage of some conditions after 6 months, Obama’s doesn’t allow limits.
