Now we hear that the local government in New Orleans has been asking the feds for money to upgrade the levees for years; only to be rebuffed by more and more budget cuts. Add to this the realization that, four years after September 11, this country is no better equipped to evacuate cities, mobilize relief efforts, or repair infrastructure damage, and you have to wonder: where has all this Homeland Security money gone? To search grandmothers and babies at airports?
