When I was president of our homeowners association, we once had to use a pump to keep an owner’s unit from flooding. We plugged it into his outlet. He later petitioned the board to pay his electric bill. We did the math, and figured that we used 2¢ of his electricity to prevent his home from thousands of dollars in damages. We communicated that to him with the offer of a check or cash. He never responded. True story.
